WHEREAS
in several countries, arnong them Uruguay and Paraguay, central governments as well as their agencies and departments apply discriminatory policies in the placement of official advertising
indulging in such policies arnounts to an assault on press freedom and affects the independence of the media, as much when it favors certain media as when it penalizes them, since it is based on arbitrary criteria which undermine constitutional principles of equality and conspire against legitimate competition
THE IAPA 50TH GENERAL ASSEMBLY RESOLVES
to reject any and all types of discriminatory policies in the placement of official advertising to appeal to the governments of Uruguay and Paraguay to take the necessary action to end such
advertising policies and not to employ government advertising or the disbursement of other public resources as a means of favoring or punishing the media.
