WHEREAS Jean Liphete Nelson, director of the community radio station Radio Boukman in Cité Soleil, was murdered on March 5 and three other persons who were traveling with him in a vehicle from the station were wounded, there being no knowledge of the motive for the attack;
WHEREAS April 3 was the twelfth anniversary of the murder of Jean Léopold Dominique, journalist and director of Radio Haiti, and Jean-Claude Louissaint, the security guard for the station, crimes that continue unpunished;
WHEREAS Article 4 of the Declaration of Chapultepec states: Freedom of expression and of the press are severely limited by murder, terrorism, kidnapping, intimidation, the unjust imprisonment of journalists, the destruction of facilities, violence of any kind and impunity for perpetrators. Such acts must be investigated promptly and punished harshly;
THE MIDYEAR MEETING OF THE IAPA RESOLVES
to urge the government of Haiti to carry out a thorough investigation to discover the motive, determine responsibilities, and bring those behind the murder of Jean Liphete Nelson to justice;
to insist that authorities continue their investigations of the murder of Jean Léopold Dominique and Jean-Claude Louissaint to put a stop to the impotence that is generated by the lack of justice and impunity in this case.
