Miami, Florida, June 27, 2007 Mr. Felipe Calderón President of Mexico Los Pinos Official Residence Mexico City, Mexico Mr. President, The Inter American Press Association (IAPA) has investigated the murder of journalists in the Americas and come to the conclusion in the majority of cases that there are delays in doing justice due to negligence, apathy and irregularities. In many of these instances police inquiries and legal proceedings have inexplicably stalled and have in fact become obstacles to the action aimed at identifying those responsible for the crimes. The IAPA is determined to see an end put to this impunity, a task in which it has wide backing in the international community that is signing this letter. For all these reasons we respectfully draw your attention to the fate of journalist, who disappeared on July 8, 2006 in Monclova, Coahuila, Mexico. Ortiz Martínez was a reporter for the newspaper Zócalo and news director of Felicidad radio station. The state governor has stated that he was kidnapped by drug traffickers. Despite that, the investigators have not made any progress in their inquiries and the case remains unsolved and unpunished. We would ask you, Mr. President, to use your good offices to have the investigations speeded up, so as to discover the whereabouts of the missing journalist and bring the guilty to justice. Only in this way will the crime not be just another statistic in the list of unsolved murders in the Americas. Sincerely,
