WHEREAS the Bolivian government continues to place obstacles in the way of access to public information WHEREAS the government has carried out a methodical campaign of fiscal persecution against independent journalistic enterprises for alleged tax debts WHEREAS the government is pressuring independent print media outlets to publicize its campaigns and publish messages favorable to its plans on a mandatory basis and free of charge WHEREAS Principle 6 of the Declaration of Chapultepec states: “The media and journalists should neither be discriminated against nor favored because of what they write or say.” THE MIDYEAR MEETING OF THE IAPA RESOLVES To request that Parliament pass the Law on Transparency and Access to Public Information To request that the government cease its fiscal harassment of independent journalistic enterprises and its attempt to force them to publish items for propaganda campaigns.
