The climate of press freedom was altered by a government decree that gives preference to the "duties of loyalty and secrecy of the public official" over the obligation of transparency and visibility to which government officials were committed.
The decree approved on February 13 implies that for the government loyalty and secrecy of the officials has priority over the public's right to know about "public matters," establishing that the official "who makes public, divulges or makes aware to third parties" requests, projects, reports and rulings will commit a very serious offense punishable by dismissal.
