Despite the fact that 10 years ago the Inter-American Commission on Human Rights (IACHR) issued, at the request of the Inter American Press Association, a series of recommendations to the government of Mexico on the need for an effective investigation in order to establish criminal responsibility of the perpetrators of the murder of journalist and physician Víctor Manuel Oropeza, the authorities have delayed the investigation and are remaining silent.

Dear Mr. President,
Despite the fact that 10 years ago the Inter-American Commission on Human Rights (IACHR) issued, at the request of the Inter American Press Association, a series of recommendations to the government of Mexico on the need for an effective investigation in order to establish criminal responsibility of the perpetrators of the murder of journalist and physician Víctor Manuel Oropeza, the authorities have delayed the investigation and are remaining silent.
At the same time, the IAPA held a number of meetings with officials of the Mexican Foreign Ministry and the Chihuahua Public Prosecutors Office in an effort to move the investigation into this July 3, 1991 death ahead.
But all has been in vain.
We are pursuing an active press campaign in the Americas against the impunity that surrounds the murders of journalists. Indeed, this letter has been signed by hundreds of newspaper readers in the international community who are asking for your intervention before the relevant authorities so as to advance the process and have the case solved, punishing those found guilty.
We urge you, Mr. President, to take the necessary action in order for the Oropeza case not to continue to go unpunished.
