WHEREAS the government has been using a mechanism of persecution of and pressure on journalists, heads of independent media and political and social opposition sectors, which consists of preventing or restricting the provision, delivery or renewal of passports and other instruments of personal identification, in such a way that through the mechanism there is impeded not only the mobilization of said persons but additionally there is violated their right to identification and to hold a nationality

WHEREAS the mechanism of persecution, pressure and exclusion explained here openly violates the guarantees and rights established in the most important instruments regarding human rights, such as in the Universal Declaration of Human Rights (Article 6), the American Declaration of the Rights and Duties of Man, the American Convention on Human Rights (Article 22) and the United Nations International Civil and Political Rights Pact (Article 12)

WHEREAS this mechanism violates the right to recognition of the legal personality of human beings in all ways and restricts the right to free movement and residence recognized in the above-mentioned international instruments

THE 73rd GENERAL ASSEMBLY OF THE IAPA RESOLVES

to condemn this practice that violates human rights and denounce this situation before the competent international bodies, including the United Nations (UN) and the Organization of American States (OAS)

to urge the Venezuelan government to immediately cease this practice

to ask for the solidarity of other countries in order to protect, within their applicable legal norms, those who may be subject to these unlawful practices that violate their human rights.
