WHEREAS that during this semester, journalists and media outlets were attacked and harassed in almost all the countries of the Americas
WHEREAS that in Bolivia, dozens of attacks on journalists occurred during coverage of demonstrations in the context of the politically polarized conflict
WHEREAS in Brazil, the highest number of attacks occurred during coverage of the floods in Rio Grande do Sul in May and during municipal elections
WHEREAS in Canada, there have been cases of aggression and intimidation against journalists during news coverage and protests
WHEREAS that in Cuba independent journalists were harassed, summoned, arrested, monitored, threatened by State Security agents, prevented from leaving the country, and had their work equipment and salaries confiscated
WHEREAS in Colombia, journalists were attacked during demonstrations in the area of Cúcuta, and dissidents of the former FARC and other armed groups in Arauca, Huila, Caquetá, Nariño, and Putumayo threatened others
WHEREAS in Ecuador, there was an increase in hostilities against journalists; the headquarters of the newspaper Prensa La Verdad, in Milagro, was attacked with gunfire, and two journalists were forced to leave the country
WHEREAS in the United States, ten journalists were attacked by pro-Palestinian and pro-Israeli demonstrators in Los Angeles, and other intimidations occurred in the context of the current election campaign
WHEREAS in Guatemala, ten journalists were arrested in Quetzaltenango during an event held by President Bernardo Arévalo, and in September, the home of a journalist was attacked by gunfire
WHEREAS in Haiti, several journalists were attacked, and Le Nouvelliste suspended printing after being attacked
WHEREAS in Mexico, three journalists were shot at in the states of Sonora, Chiapas, and Morelos, and the home of another was shot at in Cancún
WHEREAS in Paraguay, law enforcement officials attacked journalists investigating corruption and influence peddling, and others were intimidated by organized crime
WHEREAS in Peru, high-ranking officials threaten and insult journalists and the media, while Congress has become one of the primary sources of aggression
WHEREAS in Venezuela, during the election period, attacks increased; 14 reporters were arrested, 11 foreign correspondents were deported, and eight radio stations were closed; in July, a journalist was shot and wounded while covering protests, and demonstrators burned the car of another
WHEREAS that Principle 4 of the Declaration of Chapultepec states that "pressures, intimidation, unjust imprisonment of journalists, material destruction of the media, the violence of any kind and impunity for aggressors severely curtail freedom of expression and of the press" and that "these acts should be promptly investigated and severely punished."
THE 80TH IAPA GENERAL ASSEMBLY RESOLVES
To condemn the increase in the region of aggressions, harassment, and threats against journalists during their work performance
To urge States to protect and guarantee the right to freedom of expression and freedom of the press by Inter-American standards
To denounce that impunity for these acts of violence against journalists and the media fosters the existence of a hostile environment for the press and generates a strong inhibiting effect on the exercise of freedom of expression and press freedom.
