WHEREAS Enrique Ramòn Galeano, host of programs on radio stations Yby Yaú and Parque of Yby Yaú, 350 kilometers north of Asunción, disappeared on February 4, and in the same region journalist Benito Ramón Jara was murdered on April 13, 2000 WHEREAS Milcíades Maylin, the only person convicted for the crime against journalist Salvador Medina Velázquez on January 5, 2001, left the regional jail in Coronel Oviedo without permission and was transferred to the Emboscada prison, and Pablo Medina, the brother of the murdered journalist and correspondent of the daily ABC Color of Asunción, is still receiving death threats WHEREAS the brutal murder of journalist Santiago Leguizamón, news director of radio station Mburucuyá in Pedro Juan Caballero, Amambay province, on April 26, 1991, the Day of the Journalist, like a message from the mafia operating in the border region with Brazil, has not yet been solved WHEREAS Principle 4 of the Declaration of Chapultepec says “Freedom of expression and of the press are severely limited by murder, terrorism, kidnapping, pressure, intimidation, the unjust imprisonment of journalists, the destruction of facilities, violence of any kind and impunity for perpetrators. Such acts must be investigated promptly and punished harshly THE GENERAL ASSEMBLY OF THE IAPA RESOLVES to insist that authorities in Paraguay intensify the search for Galeano until they find him and solve the Medina Velázquez and Leguizamón cases, as well as providing guarantees and security for journalists in the face of the new wave of crimes and threats from organized crime apparently in complicity with officials and policemen.
