WHEREAS legal proceedings in the case of the murder of journalist Carlos Quispe Quispe, of FM 90.7 Radio Municipal radio station in Pucarani, on March 29, 2008 are practically stalled and no progress is evident in the corresponding investigation WHEREAS despite the fact that Quispe Quispe has been killed by a brutal attack by a mob, to date the public prosecutor has brought no charges within 90 days of the crime having been committed WHEREAS Quispe Quispe was believed to have been the victim of internal political clashes in that municipality, among which are the sacking and destruction of the installations of FM 90.7 Radio Municipal in Pucarani prior to the journalist’s murder WHEREAS Article 4 of the Declaration of Chapultepec states that “Freedom of expression and of the press are severely limited by murder, terrorism, kidnapping, intimidation, the unjust imprisonment of journalists, the destruction of facilities, violence of any kind and impunity for perpetrators. Such acts must be investigated promptly and punished harshly” THE IAPA GENERAL ASSEMBLY RESOLVES to urge the president of Bolivia, Evo Morales, to investigate and solve the crime so that this case may not go unpunished like the murder of journalist Juan Carlos Encinas, killed on July 29, 2001 in Catavi, Andes province.
