WHEREAS in Bolivia police and prosecutors are failing to investigate, and therefore leaving those responsible for the March 27, 2008 murder of Carlos Quispe Quispe, a journalist with Radio Municipal in Pucarani, to go punished WHEREAS in Haiti in the case of Brignol Lindor, a reporter with Radio Echo 200, murdered on December 3, 2001 in the town of Petit-Goâve, justice has yet to be fully done, as seven people convicted of the crime in 2007 have since escaped WHEREAS in Honduras three journalists were murdered in 2009 ¬– Bernardo Rivera Paz, kidnapped on March 13, 2009 and his remains being found on July 9, Santiago Rafael Munguía of Radio Cadena Voces radio network, killed on March 31, 2009, and Gabriel Fino Noriega of Radio América and Radio Estelar radio stations and Canal 9 television, slain on July 3, 2009, with to date the identity of neither the masterminds nor the perpetrators being known, much less they being brought to justice THE IAPA MIDYEAR MEETING RESOLVES to call again upon the government, police and public prosecutor’s offices of Bolivia to comply with their obligation to investigate and identify and bring to justice those responsible for the murder of Carlos Quispe Quispe to ask the judiciary of Haiti to make its best efforts to locate those convicted of the murder of Brignol Lindor who remain at large to once again urge the authorities of Honduras to finally solve the murders of Bernardo Rivera Paz, Santiago Rafael Munguía and Gabriel Fino Noriega.
