URUGUAY
WHEREAS
in Uruguay the practice of using official advertising to reward some media companies and punish
others has gotten worse, including the granting of credits with discriminatory criteria with no technical or professional basis these practices are carried out by state agencies acting independently and the central government's efforts to end them have not been effective, especially in the most serious cases at least one publication could fold because of this discriminatory manipulation this practice is one of the most serious threats to press freedom and promotes flagrant cases of corruption
THE GENERAL ASSEMBLY OF THE IAPA RESOLVES
to condemn the arbitrary manipulation of official advertising and granting of credits by state agencies to demand that the Executive Branch adopt all possible means to investigate the cases that have been reported, to put an end to these policies and punish those responsible of abusing their jobs to attack press freedom and to use the citizens' funds to advance their own interests, desires and whims.
