BRAZIL WHEREAS the Brazilian Congress is current1y discussing a bill to create a new press law the said proposed law provides for limitless fines on newspapers that threaten their economic survival and also for its confiscation the said proposed law provides for fines up to $100,000 on journalists and their eventual arrest if they do not pay such measures can be intimidating to editors and journalists, becoming a real threat to press freedom THE GENERAL ASSEMBLY OF THE lAPA RESOLVES to demand that Brazilian congressional authorities withdraw the bill containing these measures undermining freedom of expression and creating similar conditions to those that gave rise to the dark years of intirnidation and self-censorship in Brazil to ask the presidency of the IAPA to name a Committee on Freedom of the Press mission to travei to Brazil to take up this theme with the appropriate authorities and to emphasize with its presence the concern of the lAPA about the proposed law.
