the obligatory licensing of journalists threatens freedom of expression in a number of countries, including Chile and Paraguay, which have recently emerged from dictatorship
THE GENERAL ASSEMBLY OF THE IAPA RESOLVES
to warn that obligatory licensing of journalists represents a threat to democracy itself.
