WHEREAS many officials of the central government and municipal governments, such as Milagro Navas, the mayor of Antiguo Cuscatlán, systematically refuse to provide information about matters of public interest, which infringes on citizens' right to be informed and inhibits the free practice of journalism in El Salvador's democratic order WHEREAS Principle 1 of the Declaration of Chapultepec establishes that "[n]o people or society can be free without freedom of expression and of the press. The exercise of this freedom is not something authorities grant, it is an inalienable right of the people" WHEREAS Principle 3 of the Declaration of Chapultepec establishes that "[t]he authorities must be compelled by law to make available in a timely and reasonable manner the information generated by the public sector. No journalist may be forced to reveal his or her sources of information" THE MIDYEAR MEETING OF THE IAPA RESOLVES to condemn these officials' systematic refusal to provide information of public interest, and particularly, Mayor Milagro Navas to urge those officials to open their work to the scrutiny of the citizens, who are affected by their acts to recommend to those who preside over the government to order their officials to make available to the public the information it demands.
