Impunity - Amicable agreement with guatemala
WHEREAS
the Inter American Press Association and the government of Guatemala, which has accepted its responsibility for the forced disappearance of journalist Irma Marina Flaquer Azurdia, reached an "amicable agreement" during a hearing before the Inter-American Commission on Human Rights on March 2, 2001
WHEREAS
this "amicable agreement" provides for an Impetus Commission to be set up with members from the government of Guatemala and the Inter American Press Association, to ensure that the investigations are reopened, the government lives up to its responsibilities to make actual reparations to the victim's relatives, and a series of activities are undertaken to enhance the journalist's reputation
WHEREAS
this case taken up and pursued by the Inter-American Commission on Human Rights is emblematic of the fight against impunity and the IAPA's work to bring to light other murders in countries such as Mexico, Brazil, Colombia, Paraguay and Peru
THE BOARD OF DIRECTORS OF THE IAPA RESOLVES
to express its approval to the government of Guatemala for having accepted its responsibility and reached an "amicable agreement," under which it commits to investigate the crime, identify those responsible, inquire into the impunity that surrounded the investigations, atone and make actual reparations to the victim's relatives, and undertake a series of activities to enhance the journalist's reputation
to convey this association's satisfaction to the Inter-American Commission on Human Rights for its work on behalf of the right to justice and freedom of expression, and to send documentation on this "amicable agreement" to the governments of the Americas, so this resolve may be emulated
to tell the victim's relatives that the Inter American Press Association will continue to monitor the government of Guatemala for strict compliance with its commitment upon accepting responsibility.
