DOMINICAN REPUBLIC WHEREAS regulations issued by the Central Electoral Board to regulate political party advertising during the May 2000 elections violate the free exercise of press freedom which is guaranteed by the national Constitution this regulation even includes the prices that should be charged for political advertising during an election campaign new regulations of the National Commission of Public Performances and Radio Broadcasting, a government agency, require journalists to have a newscaster's license to work in radio and television Principle 1 of the Declaration of Chapultepec says that the exercise of freedom of the press and of expression is not something authorities grant, but an inalienable right of the people. Principle 5 of the Declaration of Chapultepec rejects prior censorship and the imposition of obstacles to the free flow of news THE GENERAL ASSEMBLY OF THE IAPA RESOLVES to request the Central Electoral Board to revoke the new regulations, since several of them violate the Dominican constitutional provisions regarding freedom of the press and a free market to request the government to revoke the requirement of the National Commission of Public Performances and Radio Broadcasting so journalists can work in radio and television within obtaining a license.
