HARASSMENT WHEREAS senior officials in Argentina, Bolivia, Ecuador, El Salvador, Panama, Paraguay and Peru have subjected the press to harassment through pressures, verbal violence, threats and reprisals among these reprehensible acts is the particularly serious charge reported by the newspaper El Mañana of Nuevo Laredo, Tamaulipas state, Mexico, of violence unleashed against its staff with the intention of hindering the free practice of journalism these acts of hostility against the media are a means of restricting press freedom THE GENERAL ASSEMBLY OF THE IAPA RESOLVES to condemn al! these acts of aggression and intimidation as restrictions of the free exercise of the rights to report and comment to protest to the government of Tamaulipas state and the federal government the threats to and harassment of El Mañana, and ask them to put an end to this regrettable situation and punish those responsible for it to instruct the Committee on Freedom of the Press and Information to carry out a review of the various incidents reported in Mexico, including harassment of El Mañana, and then send a mission to that country to investigate the complaints.
