CUBA WHEREAS • in spite of the fact that a totalitarian regime has ruled Cuba for more than 30 years, persecuting freedom of expression and seeking to dietate only one point of view, reporters, filmmakers, intellectuals and others have issued proclamations, filmed movies, transmitted radio prograrns abroad, for which they have suffered beatings, imprisonment, rebukes and other abuses • there is a favorable sentiment within official journalism, which is controlled by the regime, to bring about a "liberalization" of the strict guidelines set down by the Cuban Communist Party • the regime could not win a majority of votes in meetings of the Union of Cuban ]ournalists and Writers (UPEC) and of the Cuban Writers and Artists Union (UNEAC) on a motion to condemn a document drafted by the Cuban bishops asking for a national dialogue • the Cuban ]ournalists Association (APIC) has worked heroically to gather information and transmit it abroad THE 49TH GENERAL ASSEMBLY OF THE IAPA RESOLVES • to condemn the Cuban government for its continuing refusal to listen to the intemal clamor and to guarantee unrestricted freedom of expression, which has been totally disrespected • to ratify the criticisms that this organization has made each year to the Castro regime for the brutal procedures employed to repress the freedom of expression
